    That's pretty funny... people can hate on him but there's no law that says you can't dress up, and there is a legal action called citizen's arrest which is basically the same thing as a policeman arresting you. So he could approach a crime-doer and say "I am placing you under citizen's arrest. You have the right to remain silence," and if the person didn't listen, he could use any force necessary to restrain him.
